Dr. G.S. Phani Kishore, an officer of the 1992 batch of the Indian Revenue Service (IRS), has assumed charge as the Chief Commissioner of Income Tax, Amritsar — one of India’s most significant and expansive jurisdictions. His leadership will oversee the State of Punjab, Jammu & Kashmir, and Ladakh, to ensure efficient tax administration and compliance in this key region.
With over three decades of experience in the Income Tax Department and having served as Administrative Secretary in the Government of Andhra Pradesh on deputation, Dr. Kishore brings with him a wealth of expertise. Dr. Kishore holds multiple qualifications, including: Chartered Accountant (CA), Cost & Management Accountant (CMA), MBA from IIM Ahmedabad, LLB & LLM in Law, and Ph.D. in Strategic Management.
His expertise spans diverse domains, including Tax Administration, Corporate Taxation, Investigation & Enforcement, Transfer Pricing, International Taxation, Audit and representation at the Income Tax Appellate Tribunal.
As a recognized expert in Forensic Accounting and Audit, he was entrusted by CBDT to lead the high-profile investigation into the Satyam Group following the infamous Satyam Scam, further cementing his reputation for handling complex financial investigations with precision and integrity.
During his tenure on deputation with the Government of Andhra Pradesh, Dr. Kishore played a pivotal role in policy innovation and digital transformation. As Administrative Secretary for Information Technology, Electronics & Communications, he spearheaded initiatives such as:
The pioneering IT & ITES Policy for Andhra Pradesh, and India’s first IoT (Internet of Things) Policy placing Andhra Pradesh at the forefront of technological advancement.
Additionally, he has held leadership roles as Chairman and Vice Chairman of multiple government corporations.
